Is there an annual limit
on importing under a CPF?

The short answer is no. There is no annual value quota for an individual. The number people go looking for does exist, but it belongs to something else — and the real risk goes by another name.

The number people look for belongs to something else

Brazilian importing does have value bands, and they are real. They belong to the registration tiers for companies in Siscomex, set by the company’s estimated financial capacity. Normative Instruction RFB 1,984/2020, consolidated by IN RFB 2,292/2025, sets them out:

None of that applies to a private buyer. An individual is exempt from registration when importing without commercial habituality — personal use, unaccompanied baggage, the exercise of a profession. And the exemption carries no annual ceiling in dollars.

The limit that does exist, and it is per parcel

The ceiling that shows up in real life is US$ 3,000 per parcel. It is the reach of the Simplified Taxation Regime, covering postal and express shipments. The figure counted is not the price of the product: it is the customs value, which adds goods, freight and insurance. Above it, the operation leaves the simplified regime and requires a formal import declaration.

The risk goes by another name: habituality

What the tax authority examines is not a balance. It is the purpose of the import, read from indicators: how often the person imports, in what quantity, whether the items are standardised, whether the goods are typical of resale. An individual importing habitually for commercial ends is carrying on business — and the operation can be reclassified, with tax assessed, penalties applied and the goods held.

Someone buying one watch is not in that position. The problem is one of composition:

If a shop files each import under a different buyer’s CPF, the shop’s volume appears nowhere. It appears split up, a little on each customer’s record.

Each individual purchase looks innocent because it is innocent. What comes loose is the anchor: the economic operation belonged to the shop, and the record stayed with the buyer.

How to see what is filed in your name

The Receita Federal keeps a public lookup of international parcels by recipient. If your purchase appears there with your CPF, you were the importer — whatever the listing said. Check at Consultar Remessa por Destinatário, or through Minhas Importações, from Correios when the parcel comes by post.
